I think I have a theory as to why Madam Goya is in Zuldazar. As far as we know, Kul Tiras has always allowed foreign merchants admittedly only in the outermost parts of the city so the Black Market might have had a presence there for quite some time. If this is indeed the case, it would make sense for Madam Goya herself to go there to make sure everything goes smoothly in expanding her mercantile empire.
