That cloud has bedevilled the big man from Etobicoke ever since and sadly obscured one true fact: He was a terrific chief of police.
He did more than any of his predecessors to transform the Toronto police into a modern, progressive force, with real roots in a community of challenging diversity -- to say nothing of the fact that the city became demonstrably safer during every one of the five years of his tenure. He has served the city with a spectacular calm, and, despite all the controversies that swirled around him, unshakable integrity. The order he issued yesterday is one all Torontonians should thank him for.
