Thats the USA for you. Unless you're trying really hard, you can't kill someone with a hotel room I think 21 is too old for anything, drinking, renting a car and gambling in the US, it's nuts! Whatever works I guess. I'd say it's about right but I am biased. I just remember how immature I still was at 18 and how much I've changed since.
I don't agree with the rules. I'm only 22, and I work for the company, I drive a car to work, but can't drive theirs without paying a surchage. It's dumb, but its not the rental car companies fault.
